Actually this is intentional - if the init system is upstart, then the
sysv script just exits 1 on a start operation.

Bug description:
  The upstart script in 1:1.0.0-0ubuntu1~cloud0 for barbican-api fails
  to start the service.

  To reproduce:

  # /etc/init.d/barbican-api start                                                                                                       
  # ps -ef | grep uwsgi
  root     31770 27980  0 07:48 pts/3    00:00:00 grep uwsgi
