Public bug reported:

I am using Openstack on Linux , i know this problem maybe solved in
newer supported releases,

When i create multiple VMs using heat template , each VM have 2 vNIC's
toward 2 different networks, one or more VM will not have any IP address
under Nova-List , but if i use nova interfaces show for those VM who
have no ip i can see all IPs available .

i am wondering if there is network cache refresh parameter to force
flushing the old network/nova cache somewhere ? or if there is any
attribute to force the stack to wait while creating each VM as this
problem for me seems to be race condition on heat when creating mutplie
VMs in the same time, specially if those VMs have multiple interfaces
toward multiple networks.

i am using Juno,

Thanks
