Recent versions of Dia can make a stab at importing/exporting the Visio
XML format, and when I last tried it worked tolerably well for "read
only" purposes. However this isn't the Visio native format, so the
files need to be specially saved on the Visio file before Dia will load
them. If you're only doing read-only from a Visio diagram, then
exporting it to PDF is usually better.
I'm not aware of anything else which is able to open Visio's native
format; if you Google you'll find it's a common question even on MacOS
(where most of the recent of the Microsoft Office programs are
available, but Visio is not).
