Your system could have any number of packages, and because of the
dependencies between them, could fetch upgrades to them in any order.  Two
unrelated machines will not really have a connection that can be drawn
between them in this way.

More likely is the NZ mirror is slow to sync, which is often the case.  Try
nz2.archive.ubuntu.com.
