You can enable the Nepali interface from gdm (at the login time) from
language selection list at the bottom panel. But, at present very limited
translation exist in Ubuntu for Nepali language. And, we are working to
build it for Nepali as well as contextualize the whole environment in
Nepali.
If you want to contribute, you don't need to be a programmer. You can simply
contribute by translating English strings in Nepali. If interested, please
visit the pages I referred to in previous post. If need be, you can write to
me again. I am generally available in #ubuntu-np irc on freenode as well.
