Working fine here using static IP (but mind you this is debian box using RTL 8169; I do not have access to Ubuntu box right now so I am not sure if
Ubuntu's kernel provides r8168 drivers).

1) Download bzipped file (.bz2) from above
2) tar xvf bzipped_filename.tar.bz2
3) cd bzipped_filename;
4) go through the READMEs;

Follow instructions in the README; Post back if you have any trouble compiling the driver.
