[~] lspci | grep RTL
02:0a.0 Ethernet controller: Realtek Semiconductor Co., Ltd. RTL-8169 Gigabit Ethernet (rev 10)

Working fine here using static IP (but mind you this is debian box using RTL 8169; I do not have access to Ubuntu box right now so I am not sure if
Ubuntu's kernel provides r8168 drivers).

[~] modinfo r8169
filename:       /lib/modules/2.6.26-1-686/kernel/drivers/net/r8169.ko
version:        2.2LK-NAPI
license:        GPL
description: RealTek RTL-8169 Gigabit Ethernet driver

1) Download bzipped file (.bz2) from above
2) tar xvf bzipped_filename.tar.bz2
3) cd bzipped_filename;
4) go through the READMEs;

Follow instructions in the README; Post back if you have any trouble compiling the driver.
Also, just googled for you - http://ubuntuforums.org/showthread.php?t=1022411
