All the .deb files are stored in /var/cache/apt/archives
just make a backup of the archives folder and replace it next time.
On a fresh install you would have to setup the repository once and download
the metadata atleast once, i wonder if anyone knows how to backup the
downloaded metadata as well.
Another technique is to use aptOnCD.
