Draft for Ubuntu-nordic.org placeholder page

We have a Twitter account but kinda inactive. To automatically publish
a hashtag feed would be kinda risky cause someone could abuse that to
get stuff on the nordic website frontpage.

I prefer to keep it static for the time being so we don't have to moderate it.
