Proposed Jobs page for UWN

Hi everyone,

As you may have noticed we got UWN relaunched a couple week ago and
are working toward simplifying the process and breaking up the duty so
no one is too overwhelmed. We'll do our best to actually get releases
out weekly but I'm also working to get more volunteers to make this
feasible.

One of the things I was tasked with at UDS was creating a Jobs page
that boils down our key duties for release so people could get a quick
look at what we do without strictly having to look through a huge
checklist. This is what I've come up with so far, refined over the
past couple weeks while doing releases:

The item numbers are based on the also proposed new HowToEdit

I'd like to have a team meeting soon but the schedules of our key team
members have been a bit hectic so we'll probably have to suffice with
email and catching each other on IRC as needed for now.
