We can divide core team into several small groups.

Every groups have their own leader/manager.

Every leader/manager understand his/her role.

Election for leader/manager can be done through democratic or
autocratic model (do Google these terms).

Specific how long they sit for the position (6 months, 1 year, so on).

Examples of groups:
Translation/Localisation group
Documentation group
Marketing/Public Relation group
R&D group (kalau nak)

Also, i'm strongly recommended leaders/managers as well as communities
to read the book by Jono Bacon, The Art of Community
(www.artofcommunityonline.org) - personally i've read few chapters -.
The purpose of this book is to guide ppl on communities about
management on community organisation. During Inter Distro Workshop, Mr. Fazli
mentioned about we lack of management skill, biasalah, even in other
organisations, management and operational/technical always
lawan-lawan. So, to solve the matters, must try to put into each
other's shoes to understand each other's roles.
