should we be asking the reporter to file a bug upstream? Alot of bugs i
have seen have very little info and the inof that is given needs seems
to be upstream issue and im thinking since the report KNOWS what he/she
wants and we cant really answer any questions asked by upstream since we
didnt report the bug. (if that makes sense)
