When it works i can see:

```

When it does not we install other versions:
```

    Using cached https://pypi.pub.build.mozilla.org/pub/setuptools-69.0.3-py3-none-any.whl (819 kB)
  Collecting setuptools-scm
    Using cached https://pypi.pub.build.mozilla.org/pub/setuptools_scm-3.3.3-py2.py3-none-any.whl (23 kB)
  Installing collected packages: setuptools-scm, setuptools
  Successfully installed setuptools-69.0.3 setuptools-scm-3.3.3
  Installing build dependencies: finished with status 'done'
```

So maybe the setuptools version we have on our Pypi mirror is not recent
enough? Or it's setuptools-scm?
