I am having this issue on Ubuntu 24.04 Unity (X11) using snap based Firefox or Thunderbird.
Just wanted to let you know that the following workaround fixed it for me:

CompizConfig Settings Manager: [General] General Options -> Focus &
Raise Behaviour -> Focus Prevention Level: Off
