[Bug 2038772] [NEW] opens countless 'open file' dialogs with ctrl + o

Public bug reported:

If I press ctrl+o I the screen basically freezes and the 'shadow' of the
pup up screen (the open file screen) get darker and darker. I am
assuming it just keeps on opening new screens as if the ctrl+o keeps on
getting pressed.
