[Bug 2020003] [NEW] Thunderbird shows accent marks instead of punctuation

Public bug reported:

I upgraded from 20.04 LTS to 22.04.2 LTS. Since then, thunderbird and
some other applications show accent marks rather than punctuation marks
in the title bar.

For example, wavecable.com is displayed as wavecable^com where ^ is an
accent mark.

This has happened since the upgrade.

If I change language to English_en, I get lots of arabic characters.
