I can confirm that. Today, `sudo snap refresh` wrote "All snaps up to
date." but `sudo snap refresh firefox` wrote "error: cannot refresh
"firefox": snap "firefox" has running apps (firefox) [...]" because NOT
all snaps are up to date.
