[Bug 1933365] [NEW] [MINOR] The localization pack is not installed by default

Public bug reported:

Hello, the Ubuntu installer does not install localization packs for
Firefox. Instead, Firefox uses English by default and the packages have
to be downloaded manually.

This may affect other users too, and this may be bad for their user
experience.
