[Bug 1912824] [NEW] system freezes using firefox

Public bug reported:

Using firefox on low end computer - ASUS CN60 Chromebox.  At some point
the system will significantly slow down and eventually freeze.  No mouse
movement, no ssh or shell responsiveness. I ran top while using firefox,
and what I see is that the avail Mem drops to something like 10-20M and
then swapd starts.  At that point the system freezes with swapd at the
top of top.  I do not have a swap partition.  The system has 2G RAM and
16G SSD, with about 50% free on the SSD.

This is on Lubuntu 20.04.1 LTS and firefox 84.0.2 - system is current
with upgrade.
