This is also an issue with Firefox : see upstream bug

Either an agreement is found with Chromium and Firefox developers or I
think this should be patched to comply with the standard behavior and
what users can expect to happen. I tested nautilus and epiphany and both
(correctly IMHO) put address bar text selected with CTRL+L in primary
selection.

There is an similar issue with what happens in web forms with TAB and
MAJ+TAB (should I file an other bug ?) :

On Firefox : TAB change focus and select text in input but don't put
selected text in primary selection.

On Chromium and any standard GTK application : TAB change focus and
select text in input and put selected text in primary selection.
