Ugh, looks like it _is_ Pop!OS's fault. I see this file:

$ cat /usr/lib/firefox/defaults/pref/pop-default-settings.js 
pref("layers.acceleration.force-enabled", true);
pref("widget.content.gtk-theme-override", "Pop");
