The same seems to happen with Thunderbird:

Przygotowywanie do rozpakowania pakietu .../608-thunderbird_1%3a68.4.1+build1-0ubuntu1_amd64.deb ...
Rozpakowywanie pakietu thunderbird (1:68.4.1+build1-0ubuntu1) nad (1:68.4.1+build1-0ubuntu0.19.10.1) ...

And then the dialog pops up.
