While the 68.x series isn't the current series (78.x is), it is still
officially supported, with point releases for security fixes. We are
working on updating thunderbird to the 78.x series in Ubuntu, and it
will be backported to 20.04 in due course.

It is fair to assume that unless it's a critical vulnerability, upstream
developers won't be very interested in addressing bugs in 68.x, given
that their focus is on 78.x. It wouldn't be fair to plainly reject a bug
report on this basis, though.
