The problem is regardless of e10s on/off and regardless of new tab setting.

STR
1. Start with new profile
2. Restart browser so that only about:home tab is opened
3. Click [+] button to open a New Tab

now, it's more visible per implanting Highlights and Snippets,
not to mention also Search and Top Sites.

This happened to be tested between bug 1398819 and bug 1399696. The page should load blank without animation artifacts since bug 1399696.
