This is probably a ubuntu19.04 bug
In fedora, even if the locale is zh_CN, the firefox will use the font set by gnome-tweak.

But in Ubuntu19.04, If I run
widon at widon-X555YI:~$ LANG=zh_CN.UTF-8
widon at widon-X555YI:~$ firefox

the firefox's menu font will back to default.
