I change /etc/default/locale from
widon at widon-X555YI:~$ cat /etc/default/locale 
#  File generated by update-locale
LANG="zh_CN.UTF-8"
LANGUAGE="zh_CN:zh"
to
widon at widon-X555YI:~$ cat /etc/default/locale 
#  File generated by update-locale
LANG="en_US.UTF-8"
LANGUAGE="en_US:en"
the firefox's menu font can be set now.

But I am not a English speaker, do not want to use en_US for my locale.
