Updates to Firefox are released to bionic-updates and bionic-security
which you don't seem to have enabled.

You should be seeing something like this:

apt-cache policy firefox
firefox:
  Installed: 62.0+build2-0ubuntu0.18.04.4
  Candidate: 62.0+build2-0ubuntu0.18.04.4
  Version table:
 *** 62.0+build2-0ubuntu0.18.04.4 500
        500 http://gb.archive.ubuntu.com/ubuntu bionic-updates/main amd64 Packages
        500 http://gb.archive.ubuntu.com/ubuntu bionic-security/main amd64 Packages
        100 /var/lib/dpkg/status
     59.0.2+build1-0ubuntu1 500
        500 http://gb.archive.ubuntu.com/ubuntu bionic/main amd64 Packages

Enable those two repositories (in Software & Updates on the Updates tab)
and you should receive an update to Firefox.
