Are there any QoS policies enacted  on  your router(s)? Check and see
if  there is a limit on  how many concurrent connections your torrent
client is allowing.

Also, as PnnIver said,  torrents work as a peer-to-peer service  and  is
ultimately dependent  upon peers in  the pool  and their individual
network routes between them  and you. A  speedtest to a nearby node  is
pretty much best-case scenario. I wouldn't ever expect  to  get
throughput like that in a more practical,  real-world example like  P2P
connections.
