[Bug 1714645] [NEW] Responsive Design Mode Custom Devices No New Available

Just updated to the latest version and after the first launch of FF it
was possible to create new custom devices in the Responsive Design Mode
-> <Device> -> Edit List -> Modal dialogue.

Once the dialogue is closed and reopened again, no additional custom
devices can be added (only deleted) nor the existing one modified.

Smaller issue: the Modal dialogue does not resize properly resulting in
horizontal scrollbars, although not necessary as there is enough space
in the window view port left.
