Someone's already said kuvira, but  nobody's remembering how Zaheer is
the greatest  super villain ever. His ideology may oppose the  rest of
societies', but he  truly believes that  chaos is  he best catalyst  for
world peace. He  is he most  psychologically complex  cartoon  character
I've ever seen, and in book 4 when he  reflects on his means of
achieving his goal, he is a changed man, and even helps Korra get her
avatar powers back.
