[Bug 1531220] [NEW] Setting Preferences Application for PDF to 'Always ask' or 'Download' results in failed download

Public bug reported:

After upgrading from 42.0+build2-0ubuntu0.12.04.1 to
43.0+build1-0ubuntu0.12.04.1  in Ubuntu 12.04 64 bit, found that
previous application preferences for PDF types set to 'Always Ask',
Download, or open in application acroread results in the application
attempting to immediately download the file with no questions asked. The
download however fails.
