[Bug 1513641] [NEW] Firefox new tabs not showing up, current tab gets grayed out

Public bug reported:

When I open a new tab (either by CTRL+T or opening a link in a new tab)
the tab does not appear in the tab bar (and the content does not appear
in the current window). The current tab becomes grayed out and cannot be
closed by clicking the x icon, but web navigation is unaffected; I can
go to other pages by clicking links on the current page or typing the
address into the address bar.

New windows open without issue, so I will have to open content in new
windows for now, it seems.
