[Bug 1401484] [NEW] Europe/Moscow timezone if out of date

xul-ext-lightning 1:31.3.0+build1-0ubuntu0.12.04.1 still has old
timezone info for Europe/Moscow:

Russia has changed its timezones recently, so Moscow now has 3 hours
delta, not 4.

This have been addressed in tzdata 2014f.
