[Bug 1196279] [NEW] Ubuntu firefox should use native notification popups for completed downloads

Public bug reported:

Currently when a download is completed using Firefox, a non-standard
popup is displayed telling me about it. It would be nicer if a standard
libnotify/notfiy-osd popup would be displayed instead.

An example implementation of this can be viewed here: https://addons.mozilla.org/en-US/firefox/addon/gnotifier/
I believe that this behaviour should be standard however.
