SRU Justification for firefox-locale-ca

Impact: Firefox menus and messages are in English and Ubuntu users only
knowing Catalan cannot use them

How Addressed: Simply apply the same patch as in Raring

Reproduction: On an affected machine fully updated, simply set the
locale to ca and open Firefox.

Regression Potential: None expected.
