I can confirm this bug; multiple users are affected in our network.

Binary package hint: thunderbird

Inline email message images are lost when message is forwarded or
replied - they refuse to remain within the body of the forwarded or
replied email message. Ubuntu 12.04, TBird version
16.0.2+build1-0ubuntu0
