Unfortunately, with flashplugin-nonfree, there's no way to remedy this
as the binary is not shipped in the multiverse package and must be
downloaded.  The new package is on security.ubuntu.com, so it's
accessible to all regular Ubuntu users immediately even if their normal
mirror is behind.  If you're on a network that is using its own apt
repository, I suggest you speak with your IT department about this issue
instead as the Ubuntu project can't help you resolve this issue.

Alternatively, if you don't mind using the package from the partner
repository, there's the adobe-flashplugin package which ships the Flash
binary in the deb package.
