My problem was more specifically with Adobe Acrobat files open. This is
where I first noted my problem seems to have been fixed. I have also
tried with Youtube and scrolling works perfectly fine, even when the
Youtube Video has focus (ie, after you clicked on pause and play etc)

If this helps at all, my machine is a Acer TravelMater 8572G with
Synaptics touch pad. I make use of two-finger scrolling.
