As is described in this bug report, I have to kill -9 wget to skip download since the speed is almost ZERO.
I'm serviced by China Unicom, but archive.canonical.com is slow in the whole China Mainland even in China Telecom networks.
Please improve route from China to your Canonical UK servers, or set up local mirrors in China PR.
