[Bug 934114] [NEW] Licence approval asked twice

Public bug reported:

Each time i get an flashplugin-installer package upgrade, the process ask twice for the licence approval:
- at the very beginning when the package upgrade start
- later when the installation is really made.

This a quite old bug as it have been reported earlier ( bug #130030 )
but never got real attention: the installer seems to not verify if an
old .so exist and dont remove it in case of a previous installation. The
installer needs to clean the room.
