[Bug 928868] [NEW] Can't read PDF pages (usually).

Public bug reported:

Most of the time when I navigate to a pdf page, it is blank (either all
white or all black).  About 20% of the time the pdf file opens with no
trouble.  Also, sometimes even for pdf pages that do open, navigating
away from the page and then BACK to the page finds that page blank.
