[Bug 989465] [NEW] smtp configuration is unclear about encryption options

Public bug reported:

It appears that STARTTLS and SSL always encrypt all traffic, yet they
both list password options that suggest optional transmission of
unencrypted passwords.  The code may (or may not) be fine, but the
documentation could stand to be improved.
