I've seen exactly this behavior with Thunderbird.  I'd add that, at
least for me, the Alt-FN hotkeys still work to
minimize/maximize/restore/move the window.

I also see Eclipse and Firefox lose and occasionally regain their
decorators, but have not yet been able to pinpoint exactly what causes
the transition.
