Steps to reproduce

1) Open a web page that contains some form and links
2) Fill in and send the form. Repeat this step once more.
3) Hit the back button. The pop-up will appear asking you whether to resend the data or cancel. Select either option, doesn't matter which one
4) Move the cursor over a link. Keep moving it without moving it away from the link

Observed behavior: the back button flickers; the mouse cursor also
flicker between its "hand" and arrow icon; if the link has a different
style on rollover, it also flickers.

Clicking on the address bar and then on any part of the page will stop
the flickering
