Actually, neither CUPS nor CUPS-PDF control the page content. That's all
up to each individual application. In the case of Firefox, I recall that
e.g. background images are disabled for printing,  by default. You might
wanna check settings towards that effect. Also, bear in mind that many
websites have separate CSS rules for printed content and, in those, it's
often common to disable some of the eye candy that is seen on the
display version of the content.
