Hi Eric:

Thanks for the bug report!

There are no plans to make the Messaging Menu extension compatible with
anything less than TB 5.0 (which is now in beta!).  This is due to the
fact that the extension relies on technology that is only available in
this version of Thunderbird.

If you're dead set on using the Messaging Menu in TB 3.1.0, here's an
alternative:
