adjust pref defaults

While feedback is really important, I (and the rest of the UX team) feel
that changing the cursor based on network state is overly noisy and
distracting, and makes the UI less zen.  I'm fine with this being a
hidden pref, but we want the default UI to be calm and sleek (and of
course still provide great feedback in a consistent location).
