"Move new junk messages to" applies to messages that are automatically
determined to be junk. From your STR, there is no training, hence no
messages can be determined to be junk.

I think what you want to set is Tools/Options/Security/Junk/"When I mark
messages as junk: Move them to the account's "Junk" folder
