[Bug 813828] [NEW] Allow user to configure what causes the indicator request attention

Public bug reported:

For example, personally, I don't want Thunderbird to request attention
just because an email is addressed to me. I don't actually want to deal
with each email as it comes in (nor do I care to know about it right
away).

Ideally, this could be configured on a per -account basis. Request
attention for mail in the business account, but not for personal mail.
