[Bug 909901] [NEW] The account setting window is too tall by default even on a 1366x768px screen

Public bug reported:

When I click on Edit => Account settings, the account preferences window
opens. It's so tall I can't see the OK and Cancel button in the lower
half part of the window. Trying to resize it is cumbersome, as the mouse
has to be precisely positioned on the very last top pixel of the window,
and what's worse is the window doesn't remember its new size, so I have
to resize it every time.
