[Bug 638659] [NEW] Enable Auto-Scroll and Smooth Scrolling by Default in Firefox

Public bug reported:

By default, Firefox does not have Auto-Scrolling and Smooth Scrolling by
default. This makes it seem like the middle click is 'broken'.

There are numerous threads on the forum about this:
http://ubuntuforums.org/showthread.php?t=478418
http://ubuntuforums.org/showthread.php?t=767335
http://ubuntuforums.org/showthread.php?t=36824
http://ubuntuforums.org/showthread.php?t=410876

Clearly, this is a big problem, and the first thing I have to fix after
any install I do.

The fix is very simple: Enable these two options! Tada! Feels like it's
supposed to. It seems like a lot of linux-heads don't notice this one
because it's been broken for so long, but for anybody coming from the
big W, this is totally crucial.
